Steam Recording keeps recording in background way past the time I've set it up in settings

So, I don't want to have any really big files from background recording, so I set it up for a maximum of 15 minutes.

The problem is that it completely ignores this setting, I will finish a few games and find myself with 2 hours of background recordings out of nowhere. It happens in all games that I've tested it, Sekiro, Elden Ring, Dota 2, CS2, A game about digging a hole.

Has anyone seen this kind of behavior?
