How do I use soundpad on steam MP games?

Just purchased this through a random player in a game and i tried watching a tutorial but there outdated and not up to date and was just curious if anyone knows how to use it? I downloaded and converted my MP3 and added it to my soundpad but it's not turning on and idk what i'm doing wrong. Help out if you can thanks.
