If a country has it's own region keys then only those will work in that area.
Steam support or the community cannot do anything about this.

This aggregator lists all of the legit key resellers. Using the site you named is risky and the source of their keys is not always legitimate.
Also be wary of keys marked as Global or ROW (Rest of the World). While there are some keys that work globally, a lot do not. And has been pointed out, some games may have several segregated regions. Unless you know exactly what regions those are, you'll never really know the true definition of Global or ROW.
