For an actual game issue, the developers of said game are responsible for implementing any anti-cheat. The vast majority of which I have seen do have some type of anti-cheat enabled. Valve games use VAC, which works as well as possible in today's environment. One need only look at the VAC forum to see the tears of all the cheaters who have been banned.
Anti-cheats have their own methods of banning, and do not work according to your schedule. You should also note that just because other players are better than you, doesn't mean they are cheating. It just means you are not as good as you think they are.
