Others can also be told you don't want non-steam launcher games and to look on the store page before considering gifting.
You can play such games without supporting the practice.
You can also politely decline while explaining the reason. The gift er won't get upset this way.
That's regarding the other issue you described, regarding main issue if I understood correctly (I probably didn't), you can set every game with extra launcher to category, for example; "Multi-launcher" and keep them there, though I don't know if you would be satisfied with how they could appear depending on your set filter.
Another option is you can use Playnite as your launcher and there you have option of hiding games that require extra launcher, the thing is, that this by itself is something you want to avoid because it is multi-launcher, I mention it just as a curio.
As far as I know, Steam doesn't have such built-in functionality.
Game gifts can not be restricted from being sent. A filter for what you want will only apply to you browsing the store, if they ever decide to add one.
