Am I missing something or is nothing keeping you from deleting the account at this point? By your own words you're not going to spend the money anyway.
They can not refund it back to a payment method that was deleted by you due to it being "hacked and destroyed."
They won’t refund to a different payment method either.
If you don't have the original method, the money is converted into Steam Wallet Credit.
Your inability to protect your card info from bad actors/scammers is not Steam's problem.
