STAGNATION BAD! CHANGE THINGS WITHOUT CHANGING!
You can't please everyone. Some of the whining is rather ridiculous though.
I mean, people don't seem to understand the concept of the "search friends" tab, the friend list on the "your profile" page just looks messy now 🤷♀️
Personally I had just considered it a system for sharing the influence of higher leveled profiles, as a way to show just how interconnected the Steam Community really is (since they can in fact add more people to their lists than others), but I don't think alphabetical consistency is that bad of a change either.
Personally I would make it so that the top and bottom-most friends are included, while the middle-slot could be assigned the friend that currently resides somewhere in the middle of the friends list.
That way you could also expect to see one friend that is in-game, online and offline respectively, in that order (if we assume that the sorting is perfectly consistent; right now there is just a miss-match with special characters).
This is a good point as well. Perhaps persistently offline friends don't want to participate on the front of mutual profiles anyway, so it makes more sense to prioritize those who are in-game instead.
I would welcome that with open arms.
As far as i know a higher level, up to level 100, increases the booster pack drop-rates for your account.
