A lot of dev's don't put their titles on Epic, and many of those who do get paid by epic to do so with their exclusives.
Same reason many developers don't put their games on GoG.
Doesn't matter if family sharing is restricted to 5 devices, that's still potentially 5 people that can abuse it and its already widely abused so don't expect it to be made any easier to abuse.

What "fix" would be applied if it is working as Valve intended?
There are million reasons not to allow more than one person to access game library at a time, many listed on this very thread. It's actually miracle the system exists at all really.
You can always make another account for F2P games and play those on one computer while using your payed games account on another PC.
