Report a translation problem
As to your question the rules are different for "user generated content", not content that comes from the game. Even if you take a picture of a thing in game it would be you that would be punished, not the devs.(unless of course it literally breaks laws or that "other" agreement the devs have directly with Valve) If you copy a risky avatar and use it thats different than choosing that avatar from the ones the game provides(not that you could visually tell the difference).
Please don't claim impossible things.
THere are no Explicit items in the point shops.
NO nudity is allowed anywhere.
Nothing like it.
You can barely see suggestive stuff.
And you can't use things as your avatars if they break the rules.
Even if they're from other games.
THat is quite literally not how it works.
The rules are different for games than Avatars.
No one can claim otherwise.
Which means there are no risky avatars in the point shop at all.
Because by definition that area must be set to 13+.
You need to rethink the definition of explicit.
Because what you are claiming is LITERALLY impossible.
No one can claim suggestive things are as bad as full on nudity or porn.

I'm so confused.
With that said, we've seen an example of a regular on the forum (Tanoomba) repeatedly get their avatar removed despite the fact the avatar was actually provided as part of a game.
I agree that I haven't seen any points shop items that are "explicit" but I would call the ones from porn games "suggestive" to be sure. But it's kind of a pedantic difference at this point, it's not really that relevant.

But it's very rare, and it's not like this is constantly having.
Nor is it fair to drag the pointshop stuff through the mud.
I don't see how it's dragging the points shop stuff through the mud so much as it is pointing out a potential double standard. And while I agree it's rare, it shouldn't happen to begin with. And Tanoomba's case shows that it only takes someone reporting your avatar and a moderator or Steam support (whoever handles avatar reports) validating the report and removing your avatar, even if Support later disagrees with the decision after contacting them.

The other list shows most of my games, and a few other misc, but nothing close to as lewd as that one.
Seems kind of hypocritical of Steam to ban "explicit" avatars (not saying this is true or not) and yet sell "explicit" games on top of that.
But then again - I suppose someones got a bridge to sell somewhere.
Frankly it could be copyrighted material at best that got it killed.
