Why are some avatars banned?
Specifically avatars that are suggestive, but not actually containing nudity. The steam points shop contains explicit and suggestive avatars but those are sold through the steam store by valve, so why can your avatar get banned for using ahegao when there is far worse on the store that is endorsed by valve?

The lack of a report button on the points shop is most amusing. Try finding the game's store page and report there instead.

As to your question the rules are different for "user generated content", not content that comes from the game. Even if you take a picture of a thing in game it would be you that would be punished, not the devs.(unless of course it literally breaks laws or that "other" agreement the devs have directly with Valve) If you copy a risky avatar and use it thats different than choosing that avatar from the ones the game provides(not that you could visually tell the difference).

THere are no Explicit items in the point shops.
NO nudity is allowed anywhere.

Nothing like it.
You can barely see suggestive stuff.

And you can't use things as your avatars if they break the rules.
Even if they're from other games.

THat is quite literally not how it works.
The rules are different for games than Avatars.

No one can claim otherwise.
Which means there are no risky avatars in the point shop at all.
Because by definition that area must be set to 13+.

You need to rethink the definition of explicit.
Because what you are claiming is LITERALLY impossible.

I think OP point is that the same level of player avatars is banned, but not the steam point ones, even if a custom avatar isn't nude but just as 13+ rated, gets banned if reported. But if someone is using the steam shop one, it gets a free pass

Not sure how else it can really be explained, david. The OP is saying that they feel like custom/player-uploaded avatars of a similar level of suggestiveness to certain points shop items get banned/removed, while the aforementioned points shop avatars get a pass.

With that said, we've seen an example of a regular on the forum (Tanoomba) repeatedly get their avatar removed despite the fact the avatar was actually provided as part of a game.

I agree that I haven't seen any points shop items that are "explicit" but I would call the ones from porn games "suggestive" to be sure. But it's kind of a pedantic difference at this point, it's not really that relevant.

I don't see how it's dragging the points shop stuff through the mud so much as it is pointing out a potential double standard. And while I agree it's rare, it shouldn't happen to begin with. And Tanoomba's case shows that it only takes someone reporting your avatar and a moderator or Steam support (whoever handles avatar reports) validating the report and removing your avatar, even if Support later disagrees with the decision after contacting them.

Seems kind of hypocritical of Steam to ban "explicit" avatars (not saying this is true or not) and yet sell "explicit" games on top of that.

But then again - I suppose someones got a bridge to sell somewhere.
Frankly it could be copyrighted material at best that got it killed.
Course - its just a avatar so who knows.

The point shop items are supposed to be 13+.
The equivalent of a PG-13 movie.

So, it's not hypocritical when there are certain rules.
