Update disabled

[Two Shits in the Night]

I have been running into an issue with updates for some of my games, most often Dota 2. I have the update settings set to high priority automatic updates, and I allow it to update while I have applications open on steam. Every once in a while, Valve will push an update for Dota, so I try to update but in my library it just says update disabled, and allows me to launch the game. Because I do not have the game updated, I cannot actually play the game in any way, just open it. Does anyone have a fix? Haven't seen anything in my searches.
