As stated by the other comments, sales and discounts for specific games aren't announced ahead of time. Steam usually has sales nearly every month of the year, but seasonal sales like Summer & Winter Sale are when the biggest discounts occur and they tend to last for a couple of weeks. Here is a general list of Steam sales for the next couple of months:

October 25 - November 1, 2022: Halloween Sale (Steam Scream Fest)
November 22 - November 29, 2022: Steam Autumn Sale
Dec 22, 2022 - Jan 5, 2023: Steam Winter Sale
March 16 - March 23, 2023: Steam Spring Sale

This is probably true. If you look at the price trend graph, it's never gone on sale.
