Rise of Tomb Raider suddenly not useable

Last night, suddenly, I was not able to open Rise of the Tomb Raider (it has been in my library for over a year, and I've been playing it all week). It shows that it needs to be downloaded (again!). About 1.5 weeks ago, this happened, and I was able to fix it (by clearing cached data). Not able to now. How can this be resolved? Very frustrating. About 85% through game, and don't want to have to lose all progress!

Usually happens when you incorrectly exit Steam.

Installed games are appearing as uninstalled

I must have neglected to log out of Steam before shutting down the pc last night.

I do that on occasion when I forget that I closed the window to play a game.
