Touch-N-Go purchasing "error".
When I use Touch-N-Go for purchasing I get this error every time:
"An unexpected error has occurred. Your purchase has not been completed.
Please wait a few minutes and try again.
If you encounter this error repeatedly, please contact Steam Support."

But it actually works, and the purchase has completed. I get this every single time.

Did you? Support don't generally read these forums. If you're getting that error every time, even if the purchase is successful, you should report it to Steam support.
There's no option under which I can contact Steam support. Feel free to suggest one. There's no general "I see a random error" support option.
The only options are for unsuccessful purchases.

Use that one. Explain the purchase was successful, but the error persists and occurs each time which is causing concern every time you make a purchase. Same with any support system, you have to use the closest available option.
