At a basic level:
DX9, DX11 and DX12 are all versions of Microsoft's API for accessing hardware and drive the graphics, later versions have better efficiency and/or fancier graphics.
Where you see it referring to X64 it's referring to the operating system/hardware. We all used to use X32 or 32 bit, modern PC's now use X64 or 64 bit, broadly speaking again it's more efficient.
If you have a modern PC then always stick with the highest number, unless you experience issues, in which case try the lower ones to see if it fixes those issues.
If you want to know more then it's worth googling for the differences between them.

In somecases performance work arounds.
Experiment and see which one works best for you and then you can just use the the Launch Option to have it use that everytime and skip the extra screen.
