Why don't more games have "Personal Game Data" in the library?
If you go to the games that you own, you'll see that every game has the "Links" drop down menu that shows options such as "Store Page", and "Reviews" or whatever. Next to that you'll see the "Stats" drop down menu that have the options "My Stats", "My Achievements", "My Leaderboard", "Global Leaderboad", and "Global Achievements". Next to that, you'll see the review button. This is the case for most games. However, it seems that most of Valve's games have the "Personal Game Data" drop down menu. For example, Team Fortress 2's PGD shows your hours for each of the classes. I know that CS:GO has PGD, but I don't play it, so I wouldn't know what goes in there.

So, my question is why don't more games have Personal Game Data? I don't know about you, but I would love to know how many hours I have on a certain gun in Hunt Showdown, or how many times I've orbited in Kerbal Space Program, or how many resources I have collected in Astroneer. Why don't games use this feature? Do the developers of these games just not think it's worth their time? Is it a Valve and Steam thing?

A lot of game devs like to have their own player stats in their games rather than using the ones for Steam.

That requires some dwiddling with Valve's API I presume, which may or may not be horrendous to work with, I couldn't know. Also, as the QR-code person above me mentioned, many games where it "counts" have their own internal leader boards/stats etc. which might also be shared with off-steam clients (i.e. when you also sell your game through Console Stores or GoG/EGS or whatever).

Dark Souls, a not-so-tiny franchise, can't even be bothered to enable cloud saves (literally just setting a file path), and Warframe has had bugged achievements for years. I wouldn't count on this changing anytime soon.
