and it's not possible to buy gift cards for russians if you're not from russia yourself. Sadly there's still no list to find gift card values for all countries.
Its going to constantly change because the currency value changes so its not going to be listed. a $100 gift card will give you the equivalent of $100 in rubles. That can be drastically different based on how the ruble operates.
AFAIK gift cards cannot be paid for using steam wallet.
