Past year, i made a brand new Level 0 account for my nephew and bought games for him so we can play, but...
He cannot receive the proper trading cards from playing those games, i mean, he plays, he gets the achievements and all, but he does not receive any trading cards a normal leveled account that uses money (Like mine) does. We played online a lot of games, but he didn't receibe anything, all because he never "moved" money (Bought or sold) on that account, and my fear is that he cannot receive Steam gift cards of money, which i plan to do next week.

We're both from Argentina and this post shouldn't be here, but since it regards Steam, i feel like i had to ask here: As of now, is he be able to receive Steam money gift cards? Will that allow him to receive trading cards by playing games (Provided he did his first game purchase first)?

As long as the account sending the digital funds is Steam friends with your nephew's account for at least 3 days.

Limited accounts can't get trading card drops.

How do I gain access to these features?

You will need to spend at least $5.00 USD within the Steam store. Click here to view your current limited user spend.

Some examples of purchases that grant access to these features are:

  • Adding the equivalent of $5 USD or more to your Steam Wallet
  • Purchasing game(s) that are equal to $5 USD or more from the Steam store
  • Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account
  • Purchasing a Steam gift that is equal to $5 USD or more from the Steam store

(Receiving a Steam gift or digital gift card from a friend doesn't count)

What features are unavailable?

Limited user accounts are prevented from accessing several features on Steam, including but not limited to:

  • Gaining Steam Profile Levels (Locked to level 0) and Trading Cards

And how am i supposed to get that account to have more than 5 bucks then? Due to economic problems on my country, Steam disabled most of my payment methods for argentine accounts, i only can add money via credit cards, so it is impossible for me to use his account to buy the argentine pesos equivalent of 5 bucks (Or more) to his account.

But thing is, i don't exactly buy the Steam cards. As i said multiple times, i am from Argentina, and i have a guy who BUYS them via credit card and sells them, so i made him add my nephew's 0-level account (And he could do it quite well) and send the gift cards.

Is that possible?

If you trust that you won't get scammed, sure. If you do get scammed, that's on you.

Naaaah, i have a long line of trust with this guy, we talk via WhatsApp and whenever i ask him Steam currency, i transfer the money and he immediately gives me the Steam cards, not to worry

I only wanted to know if that's possible even through it is a limited 0-leveled account, i will oversee the entire transfer because i happen to also manage my nephew's account when my sister and her husband don't.

As long as they are physical cards or codes, it's good.

Wait, no, they are digital!

Are these being purchased through Steam? Because that will not unlimit an account by receiving a gift card sent through Steam.

Purchased outside of Steam counts.

Yeah, digital gift cards i've paid that guy externally (argentine payment method) so once getting paid, he can send them to my nephew's account i previously got him to add it via it's Steam friend code In order to be able to have it on his friends list (If i give him the nickname, i thought it wouldn't work out cuz as we already stated it, it's limited account).

But... suppose i don't care anymore about trading cards or lifting the limit my nephew's account has... can that account still receive and add to it's Steam wallet asny gift card a Steam friend purchases for him?

Sure it can.

As long as the account sending the digital funds is Steam friends with your nephew's account for at least 3 days.
