Either limit them to only ever show actual game updates (click the gear symbol on the top-right of the shelf) or sort of "hack" it by creating your own Steam Skin, that's the same, except w/o the "What's New"-shelf. Not sure if this method still works, though.
Or just have it show more of the games you actually like. It's after all only in the home part and not like you stare at it for hours on end.
Wasting time to tell it to show less of everything else is just pointless.
I have a hunch that Valve wants it to be there to nag people. This is because Valve made various tweaking options to adjust what sorts of things show up there, but they have yet to implement a way to just turn or toggle it off -- despite turning it off being a pretty simple edit to a Steam file.
#2. Open file 6.css in Notepad++ or equivalent program
#3. Search for libraryhome_UpdatesContainer_17uEB
#4. Replace the text between the {} tags with display:none!important;
#5. Scroll right down to the bottom of the file where the /* sourceMappingURL etc bit is and just put any old characters between the /* and */ parts until the total character length of the file is exactly 1,089,524 characters. If you don't, Steam will just replace the file when you next restart.
Note that parts of these instructions will become obsolete the next time Steam updates the CSS files, as the file-size will change, but as long as you make sure any changes you make to the CSS files don't change the file size, it should be fine.
