PROBLEMS WITH VISA DEBIT PURCHASES
Just to get an an idea if anyone else out there is having trouble making any purchase or subscription in the last few days, using JUST Visa Debit cards, as for some reason the Steam payment system seems to take Mastercard but no Visa debit, and always returns the same old lame 'your bank has declined' message despite enough cash in the bank, AND able to use the same card yesterday to buy from Amazon with no trouble so its not a card problem - thanks

Hello,
Amazon and Visa are in argument/battle, but only in Great Britian. I dont know if this news is still right. Oh i understand it wrong sorry.

Yes I know about that silliness here in the UK over some things between Amazon and Visa, as I'm UK based, but it shouldn't effect Steam I would have thought, though I have ticketed Steam about it but still awaiting anything back from them, and if it has effected them it would have been nice to know it was affecting Steam :(

I've been having this issue since December, even spoke to support they just told me to use the web browser and not the app, sometimes my card works sometimes it doesn't I made a post https://steamcommunity.com/discussions/forum/0/3203744999895779685/
Thank you for tying that post in as its the same basic issues I'm having and like you I KNOW its not my bank from the calls to the fraud dep there, who watched me try a transaction and told me it was Steam and not the bank

I am also having a problem with purchasing, I am glad I have found this thread.

My Visa debit and Visa credit card both have been declined by my bank. I rang up my bank to ask why this is happening and all I was told was that "It is the banks policy to protect them and to protect me against fraud". When you tell them that Steam is a genuine store, similar to the Playstation Network or Xbox Store, they say they can't help me.

What is more bizarre for me is that I made a purchase from the Steam store on the 29th December without any issue. I am still using the same payment details.

Hopefully this will be resolved soon. I hate the feeling of being declined, it almost makes you feel like you're at fault.

I’ve used UK issued Visa Debit and Credit Cards on Steam very recently with no issues.
Although, I have noticed that Steam seem to be using a new 3rd party payment verification system, (You occasionally see a transaction pop-up window now) so am wondering if that could be linked to issues with some cards/banks.

I spoke to my friend who works in a bank. She said it might be because Visa is implementing a text/phone verification system for every purchase you make online.

She said loads of customers are having problems and it's making her job a nightmare.

Hopefully itll sort itself out in the next few weeks.

I can verify that VISA has recently upgraded their validation protocol: I'm a long time VISA user, and for several months it has been necessary for me to obtain a OTP by telephone or text before I'm able log in to my VISA account. This step was optional for many years, but is now mandatory. My provider won't even allow email authentication anymore: text or phone only, and the OTP cannot be declined. This change was implemented about six months ago, and seems to be permanent.

I'm aware that my situation is a bit different than the OP's but I think that there is a growing trend for credit providers to tighten up their security measures,

Are you sure thats not just for visa credit cards

Are you sure thats not just for visa credit cards

That's a good point, and no, I'm not sure: I have no experience with VISA debit cards. But I think it's fair to say that prepaid cards are technically not credit cards, because you are not actually borrowing anything, and a purchase made with such a card seems to be more like a cash transfer than an extension of credit. At least, that's my layman's opinion on the subject. Maybe someone with actual knowledge on the subject will tell us more.
