And after looking at your profile it's more likely that someone else keeps misplacing you're tokens. Revoke the API key https://steamcommunity.com/dev/apikey - This field should be blank
It stop working when you
A) Not using the correct time on both devices, as it's a time algorithm.
B) You revoked your mobile app, or have changed it back to email 2FA.
Steam support will only do what is asked when YOU provided proof of ownership of the account. They will not remove your mobile authenticator if you couldn't provide proof of ownership. If you're unable to provide said information, then you must reply back to them for next step to providing proof of ownership.
Also common sense would've told, since this being your 3rd time now from what you're saying, that you should've just written down your R-code so if you want to remove it, you have the code to remove it to begin with, even the setup process literally tells you with red banner to write your recovery code down.
