Yeah, thats what I'm probably gonna do, but its just annoying having all these steam wallet money and not being able to use it for gifting
I looked up what you mean by illegal, All I can gather is the fact that if you do so, its called bait and switch. where you advertise the price of this item and increase it on the purchase option
This is actually pretty easy to counter, The store page can just say "This price is for personal purchase or gifting on the same region" and put a warning sign right beside the purchase button that says that the game will occur an additional fee to compensate for regional pricing
Thats the only problem "False Advertising" and really can be fixed many ways. All you need to do is to inform them before they click the add to cart or purchase
But apparently, that's not how lawmakers in several countries see it. And just yesterday, I've met a forum poster who couldn't have cared less for any checkout pages or screen texts but wanted to click "Continue" as fast as they could (thus entirely missing Steam using not the payment method that they wanted).
We have to face the truth, one signpost of civilized countries is laws written to cater for idiots.
Technically, Steam itself already did this, Terms of Services
You can skip term of services pages all you want, but at the end, its your own fault for not reading
Same goes to Cigars and Other stuff that aren't exactly good for you
I'm not sure, if you drive too fast and miss the sign that clearly says slow down and you crash, is it the roads fault?

Not reading the manual of a machine? good luck using it. Not reading the Food Composition Data? Good Luck trying to sue a company for making you diabetic

Violent Video Games were going to be banned before ESRB Ratings, and now look where we at, Super Violent and Super Graphic games, exist, because a simple sign that shows that its only suitable for certain age
People will try to make valve lose money just cause, But I'm sure they can do it
I'm sure if they could, they'd have done so already. It's not like they're NOT willing to go through hoops (such as this whole digital gift card thing, with it's own restrictions BTW).
No one wanna waste their time with this crap, and to avoid giving them a reason, or any other a reason as they will seek any way they can to charge for more money on compaines that not metting on their exisiting laws.
The best work around is just giving the money flat out full stop, end of story. Your money is now credits, and credit can be given, and shared. If you're buying things online with a payment already, then what the problem? Simple math, and rates, as well you can look up guide to do custom amount to gift X amount of money to family / friend.

I doubt Valve can't do it, it just they are lazy to do it.
I mean, Half Life 3? They never said anything about it, Never said it was cancelled, never said it was in production
I'm 100% Sure Valve doesn't care anymore. Even with EGS being better with Free games
I do hope either Valve step up their game, or perish as a storefront that doesn't listen
