My friend told me that he will give me skins for Steam Cards?

No there not important. There for leveling up your steam rank. The number on your profile. WHen you get all the cards for a certain game you can craft a badge and each badge comes with soome small rewards and a certain number of XP which is used to rank up your steam rank. Its unimportant if you just want to play games, though some people don't add people bellow a certain rank as they assume everyone under say rank 5 is a phisher bot or something.

I wouldn't worry about it if you just want to play games, it will just effect the social side of steam.

You need trading cards to craft badges and to get trading cards you either play games that drops them, trade for them or buy them directly from the market.

Once you have a full set of cards for a game, you can craft a badge by going to your profile and clicking on the tab labelled "badges" on the right hand side of your profile. If you have a full set of cards it will say "craft" to the right of the set.
If you're set of cards for a certain game is incomplete it will say how many you need to collect to complete it.

Trading cards and respective badges are a good way to tell people how much you're invested in collecting useless things from games you don't like, because you never played them. To Valve it means how much you're invested in buying games (which drop cards) that you'll probably never play. Lots of badges and very few games mean "interesting account to hijack" or "lots of cash here". Cards and badges are like drugs, but worse, because your brain will never turn into pudding, so you'll soon or later realize what you're doing and, because you'll still be capable of discernment, you'll feel like ****. This will push you to try drugs, which is great, because your brain will finally turn into pudding and you'll forget what you did. You'll die too, but remember to look on the bright side.
