Can someone tell me what are foil cards?

I have one foil card for a badge. Is it hard to get foil ones and what are they?

They are just more rare than regular cards/badges. The drop rate is 1/100 for any drop to be a FOIL.

Foil cards are simply rare cards that you can use to craft a foil badge, which only has one level.

Yep, as others have said, just a rare kind of trading card. 1% dropchance, most of the time can be sold at a much higher price, though very popular games, like cs2 or l4d2 have lots of those aswell and thus will be cheap too.
Other than that, just like any card, can be used to craft badges. Though foilbadges only have 1 level instead of 5.
