I don't think it's a remaster. The description did say this though

"In collaboration with Double Eleven, this new version adds PC-specific enhancements including native 4K resolution at up to 144hz on compatible hardware, monitor support for both Ultrawide (21:9) and Super Ultrawide (32:9), HDR10 support, and full keyboard and mouse functionality.

I'd be shocked if they didn't allow modding on this. I can understand them being ass mad on a game like GTA 5 or RDO because of the online stuff, but surely they won't care a single player game with no multiplayer is being modded...right lol?
