Steam doesn't support iPad.

It's primarily targeting Windows, and it has some Linux support as well. Some games also come with MacOS ports, but I don't think iPad runs MacOS stuff...

Steam and the games it sells are for PC, not mobile devices such as cellphones or tablets.
If you want a more mobile version, get the Steam Deck, it is a hand held device that runs Steam and allows for select games to be played. (Not all games are compatible with the Steam Deck.)

Isn't there some remote function to stream games to hardware not powerful enough to render everything itself?

Steam Link is an app that lets you stream games to a mobile device, but the game may not run correctly due to the game not being designed to run on a mobile device.

Steam link, but the physical steam link was axed a long time ago in favor of the steam link app.

Steam link as it is now, is simply a screen mirroring app. It will mirror your PC's screen to the device running it (the exception being the Oculus version which is actually launching the Steam VR app). To access related settings in Steam, you'll want to look at Steam > Settings > Remote Play (ensure it's toggled ON if you want to use it).

To set it up on iPad, download the Steam Link app from the iOS app store. Allow both Bluetooth and discoverability of local networks. If your iPad and PC are on the same network you should see an icon for your PC under "Connect to Computer" after pressing "Get Started". Tap the icon for your PC in Steam Link and it should automatically popup the Pairing Code on iPad and the Authorize Device dialogue on your PC. Check it hasn't popped up the dialogue under the main Steam client window.

as others said steam link app, it works great, but u have to be on the same network as ur pc
