Refunds on Bundles
You can receive a full refund for any bundle purchased on the Steam Store, so long as none of the items in the bundle have been transferred, and if the combined usage time for all items in the bundle is less than two hours. If a bundle includes an in-game item or DLC that is not refundable, Steam will tell you if the whole bundle is refundable during check-out.

Pretty sure the refund issue is why they stopped devs from making them anymore. OP, try submitting a support ticket, but I wouldnt get my hopes up.
No, That part I am showing is about multi-packs, it even says
"so long as none of the items in the bundle have been transferred,"
You can't refund a single game from the pack.
You can't transfer anything from a "bundle", but you can in a "multi pack", therefore as I have shown the refund policy is showing mulripacks are called bundles too, it's a bundle of the same game meant for users to transfer each game to another user.
That is kind of funny because cSg|mc-Hotsauc literally said the same thing I said, and he got it from the same source and paragraph as I did.
