Yeah back then the system was concerned about libraries as a whole so only one person could play from a library.

But you can only play as many copies at the same time are are licenses present.
So lets say 3 members of a Steam family have the same game, that means the Steam Family has 3 licenses of the game which is presented by a small number showing the number of licenses on the game cover in the library.

So in this case any 3 family members could play the game at the same time and/or with each other.
Since you only bought a single license of the game only one member of your family can play at the same time.
So your wife would need to buy her own copy of that game so you have 2 licenses in the Steam Family if you want to play together/at the same time.
