It's not in my Games Library either.
Do you know the person who gifted you?
If not maybe they used fraudulent means to purchase the game as a gift.

Personally I'd be kicking that person from my friends list and blocking them, 'cause it's all a bit sus.
The only reply I got from them was:
"Oh, sorry. I don't know what is going on with gifting. My daughter says she can't accept a game I sent her either."
Yea, probably BS, but I have no way of knowing either way. I've gifted things to people before and revoked gifts, and as I recall, the other person would get an e-mail from Steam saying the gift was revoked. It's been a few years since I last gifted something, so it may have changed, but that would be my expectation.
Either way I don't really care all that much. I just wasn't sure if it was a legitimate issue with gifting or something else.
