"Redundancy" as a ban reason is being abused for arbitrary bans
Having "redundancy" as a ban reason is basically a loophole to ban everything and everyone as almost everything related to humanity can be regarded as "redundant".

There are 8 billion humans on the planet, 99.9% of which havent had a unique thought in their life. Everytime anyone gives their opinion its guaranteed to be redundant.
If you use grammarly, everything you say is by design redundant as its AI trained.
99.9% of food products and consumer goods in general are redundant. Just have 1 type of nutritious soylent goop.
99.9% of youtube is redundant content.
99.9% of creative arts writing and music is redundant as it just reuses already existing concepts and ideas.

Theres a million jester farm lgbt inclusion threads made by people who dont give 2 ♥♥♥♥♥ about gay rights that you do nothing about because you dont actually care about them being redundant to hell and back.

If you could, in the meantime, do something about the steam forum basically turning into the same botting heaven that youtube already is i would appreciate it. But dont do it based on redundancy. Use something thats actually able to target more specific aspects.

I see if the devs can just entirely opt out of steam moderation that explains a lot.

I guess then theres no point in even having the pretense of a "ban reason"

or any expectation to have a conversation with individuals who arent mostly corporate paid chatters for that matter.
Correct. It's why people always say "game hubs get moderated by the game devs". They decide how moderation is, who gets appointed and whether they opt out or not of support with the report queue from Steam paid mods.

They are entirely allowed to ban criticism if they choose so. Valve advises against it, but as with every advice it can be disregarded.

More info in the Steamworks documentation about it: https://partner.steamgames.com/doc/marketing/community_moderation

At the bottom of that page you'll find this part where Valve advises to basically not "censor" and to take a step back when backlash occurs:
Requesting Additional Support
There may also be times when a large number of players use your community hub to voice concerns and negative feedback. If this devolves into toxic behavior with outright rule-breaking and abuse, it can be an overwhelming experience with no obvious solution. The good news is that there are things you can do to manage the negativity, while not making matters worse:

Reach out to us via email or through our Partner Support channel. We can give you more information, along with adding extra moderators to help you address abuse and keep an eye on your discussion hub.

Don't try to censor players or get into public arguments - it's a battle you won't win. We've never seen this work in stopping negative feedback, and it's more than likely to create new outrage. Check out the Moderation Tools section above for information on how to constructively manage it.

Don't let someone on your team become a target - If you are communicating in your Discussions, consider doing so with a pseudonym or from an anonymous developer account. You can create an account specifically for this as well, adding it to your partner group from your Users & Permissions Overview page.

Take a break - Seeing so much negativity all at once can be overwhelming and confusing. You might spend a bit of time figuring out the source of the problem, but it's also healthy to take a step back while Steam moderators handle the surge of negativity.

It will return to normal - In all examples we've seen, the surge of volume and negative sentiment will calm down rather quickly. Once that happens, it's easier to think more clearly about how to address any problems and move forward.
