What is considered a rule violation more often than not depends on who the supposed offender is, not what.
Porn games are locked behind parental controls/opting in for said content. Forum avatars get displayed whether you like it or not. Two VERY different things.
Oh? Havent seen any of those from the point shop. Most avatars I've seen are super close ups of characters faces or hyper stylized chibi art that doesn't accentuate body features at all, and all point shop content has to go through and get verified by steam sooooo.... gonna massive press x to doubt on this one.
You also ignored the Hentai games and what they show. You should check out the overly sexualized Hentai avatars offered in the points shop.

The only difference is that the OP's avatar was a G rated Disney movie compared to what is available here, to anyone.

My still image of a fully clothed woman butt is such a big issue that i need to be banned yet all their stuff having rather over borderline suggestive animations from; Lapdancing/ Rubbing to the tweasing of underwear and bra's all within rather high in sexual content is not a problem at all.
Don't forget to look though here for questionable avatars to use.

I say this for two reasons.
1. Through my own experience, I have had at least ten bans reversed, but always after my 3rd appeal.
2. The moderation of these forums is so all over the place that have I trouble believing actual humans capable of operating a computer can be so mind-numbingly stupid, even STEAM moderators / employees.
Whatever it is, it's broken, needs to be blown in place, and then rebuilt from the ground up.

Why they even bother having this so called rules if the way it's applied collaborated with the things they are doing at the same time(selling clearly suggestive animations avatars high in sexual content) it's called hypocrisy at the very best?
and no it is in no way shape or form bot moderation.
a bot wouldnt make the mistake ive seen the moderation make. they are just lazy and stupid and refuse to read outright.
its going to get steam sued and i think they know it which is why they have made minor attempts to fix it and the new tos bs.
