I mean to be fair, steam allows 13+ people to use (younger if you have a parent? idk) so that's fair.
Of course the same rule wouldn't be applied to human men I'm pretty sure though.
I'm quite sure the moderation of images is not even done by people, at least not always. There have been cases of images completely "family friendly" getting banned.

maybe steam wouldnt have an issue if the woman was facing a different direction, maybe they wouldnt have an issue if the pants were not so form fitting. All I can do is point out what the issue may be with the picture.
steam decides where the line is drawn, we simply need to understand where that line is. steams policy may change later about what is allowed. how many of the adult games that we see on steam wouldn't be allowed a decade ago?
the only thing steam support cares about is that the avatar was reported and violated the rules. they dont care who reported it nor why someone reported it. Images of woman's butts or chests may be considered sexual in nature so they get removed. doesnt matter if they are fully clothed or bare or partially covered.
If people want the policy to change, post in the suggestion forum. just remember that others have different views on things and may disagree for various reasons.

No Steam Mod banned you, it clearly says that one of the Developers did.
And looking at how you present yourself that comes to no surprise.
If they don't want you spewing hate they are allowed to keep you from their forums.
