That's basically the gist of it, yes.
And it tried to leverage diversity awareness as brownie points as a sort of riding-the-coattails-of.
I think we should all be glad it flopped, in that sense. It would've set a poor precedent otherwise, and would've proven in publishers' minds that games do not need to actually be good if you can make them politically charged and can get people to buy them that way instead.

"A hero shooter without interesting character designs". That's probably the biggest sin a hero shooter can commit. Games like Team Fortress 2, Valorant and even Overwatch 2 (as much as I dislike that last game) have unique characters which is one of the primary reasons they appeal to so many people. It's kind of like if you had Mortal Kombat but removed all the gore and fatalities, it just loses its "cool" factor.
