Sorry OP that users are derailing your thread. As I mentioned earlier Steam won't tell you what measures they have as that defeats the purpose, and AFAIK they don't encrypt the chat data so they can easily access it unlike options Telegram has for encryption.

People should also expect if they are on a service, that the service itself will be able to see the content regardless of "encrypted" or not as they hold all the programming capabilities of the service.

Yep, even if encrypted if they really wanted to they could see it before the encryption.
