Need to report Scammer/Hacker.

Here's the situation:
He was on my friend list. And every time he spam me to join him to play CS2.
But I ignore him cos I not install CS2. But this time, he didn't invite me but msg.
"Hey" "have a min?" I said yes. "Can you rate my logo?", he paste URL.
I said 6or7/10. Then he said "can you vote for me in a contest?" I said sure.
He again paste me a URL. Went there click that logo and asked to login steam.
OK. I did but not my account. When I key in my authentication code, it's said not match.
Then I saw the steam guard I'm keying from "Russia". So I change that account passwd.
And he un-fren me. And I can't find him anywhere in my list.

So, is there a way to retrieve his steam id? So I can report him.

Nope, not unless you remember the username (which is probably changed already, so it doesn't matter).

I would also suggest following the guide to recover your account as just changing the password is not enough after you enter info in one of the scam links.
