Not army but police, very realistic (and challenging) game.
This is my first recommendation. Really good top down PVE extraction shooter.
I'd only recommend this one if you like tactics games or Battle Ogre 64. One of my favourites though.
And my final recommendation is this. It's like Animal Crossing combined with Stardew Valley. None of the 24 hour parallel to real time nonsense that Animal Crossing is known for though (probably for the best). Australian themed to boot. Which is refreshing.

I would say anything pre 2010's when game devs weren't as keen as to multi platform everything and make terrible PC Ports or ruining classic exclusives. There's rarely anything PC exclusive these days I'd get too excited about.
Duke Nukem forever was on 360.
Also, both of these games are considered by most sane gamers as hot garbage.
It can be played with controllers if you configure Steam Input for that, there's no native controller support for now. This is a game that demands quick and precise reactions, though, not sure if that is a good idea...
