Why did my download restart when I restarted my PC?
So, I was at 75% downloaded of Icarus when I restarted my computer, but the download also restarted from 0% when I opened Steam. I told my friend and he said it also happened to him a couple of weeks ago. Does anyone know what this is? Where are all the extra files now too?

Because it cleared your download cache.

Don't restart your computer during downloads. Your Windows settings probably assume that you like having your work interrupted by its updates.

Also possible that the game got a update while you were downloading it.
If you then pause the download for any reason ( like a PC restart) Steam will check the server side files before continuing the download, sees that newer files are available and restart the download from scratch.
Icarus is a fairly new game with a big online component so it gets a lot of updates at the moment.
For such games its recommended to not pause the download till its complete or you run into the possibility of a new patch/hotfix messing it up.
