Can not disable Steam Input from settings

Hey.

I've been struggling now for a few hours with Steam Input settings and can not disable the feature at all.

Basically tried deleting configuration files, figure how to edit them to disable the "Steam Input" completely and even re-installing Steam.
Some reason I can disable the "Desktop Layout" but not "Guide Button Chort Layout"

I have also tried several different layouts, since this problem is persistent and does not seem to want to go away. Yes, I have tried doing this in Big Picture mode. Yes, I have tried to disable them by game specific settings as well...

I have to quit steam, restart my controller and launch the games Outside steam to play them and previously they were working just fine. This specific "Guide Button Chord Layout" setting specifically turned on after an update and seems to be there to stay.

So, some help would be nice.. I would appreciate if specifically staff also looked into this since this feels like it's been blocked from changing or something else is wrong here.

Seconding. This is frustrating. Idk what changed, but I hate it.
