Slow download speed (Steam only)
I have 1000+ mbps internet speed currently. When I try to download a game, it usually starts off from aroung 60-100mb/s, then starts declining all the way down to 3-10mb/s.

I have contacted Steam Support, they've of course not been helpful, giving me very textbook responses like "Make sure you aren't downloading anything else" or "Make sure you don't have your download speed limited".

I'm of course seeking help from the community, hoping some experienced fellows can help me out. I'll give you a list of all the things I've done, and a more detailed explanation of my problem.

I have an RTX 2080 (Not sure if it matters)
Ryzen 3700x
16gb RAM

I'm currently installing GOW: Ragnarok, a whopping 175gb game.

This issue has been ongoing for multiple years now, I'm just getting more annoyed.

Things I've done:

- Cleared cache
- Un-limited my download speed
- Closed everything else
- Restarted my router
- Restarted my PC
- Reinstalled Steam
- COMPLETELY factory reset my PC (2 days ago)
- Cleaned my PC, it's working in pristine condition right now.
- Tried a VPN
- Changed download regions

And I know it's not my ISP, because I moved to Germany (from Turkey) 3 months ago. In Turkey, I had 100mbps, here I have 1000mbps. Still, the issue persisted, just on different magnitudes.

I have allowed the correct download ports manually on my router admin settings.

My download speed starts very well, followed by a roughly linear decrease. After a while at rock bottom, my download speed starts hitting zero's, stuck in an infinite loop of slow-to-none speeds. If I'm lucky, sometimes it goes back up to around 60mb/s, though rare.

I have also installed Valorant, and Valorant utilized my whole download speed while being installed. 80mb/s.

Speedtest (running either separate or concurrent with a download) always shows 700-1000mbps.

This is CLEARLY a Steam issue, and I'm really getting irritated by how they cannot resolve it. Please, help? I'm offering "Take my points" to whoever solves my problem :')

Try other gaming clients/Stores download speed, such as -- Epic Game Store, Microsoft Store, GOG Galaxy, Battle.net, EA desktop app, Ubisoft's app.

Please tell me how it goes.

If those are slow too, then ISP issue most likely.
If they are not slow, then Steam has/is the issue, but it can be caused by a number of things.

I already said, I installed Valorant at 80mb/s, with no fluctuations. Everything else works exactly the way it's meant to.

As for my ISP, I switched countries (therefore ISPs) 3 months ago. It cannot be the issue.

No, Valorant is too specific & niche game!

Try one of the suggested Stores/gaming clients, they are much broader & more general.

RE ISP not being an issue, check similar threads to yours in the past.
There are plenty of those - it very often turned out to be exactly that, for many posters here.

Did you try disabling TCP/IP version 6.x protocol? Leaving only 4.x.
Sometimes this helps.

The question is what are you downloading to? Most devs default to compressed files on steam and let the client decompress once it has been downloaded. This can tank your DL speed if you're downloading to an HDD or USB flash drive.

Most standalone clients default to p2p of some kind meaning the files are downloaded as is.
