Steam asking for Billing Address when using Steam Wallet
I recently tried to purchase a game and found out i need a billing address which i don't have. I recently bought a game about 2 weeks ago and didn't need 1. I seen a discussion about this from 2020 so i don't know if Steam removed and entered this feature back. Anyone know a way around this?

You don't have a billing address? It's just where you live, as far as I know Steam asks you for tax purposes, it is required so that you are taxed correctly. You definitely have to put one at some point when you purchase games, perhaps you just saved it when you went to buy a game and just forgot you did.

With the ToS update, it may have wiped the info whether or not you were part of the ToS update.

Your billing address is wherever your credit card sends your bills.

I didn't have to sign the new TOS because it wasn't a change for my country, but I did have to give my billing info on a recent Market purchase. This is just my guess, but perhaps Valve are going to ask for billing info on a yearly basis so that the info is current. I think my bank has done something similar recently, for security.

What exactly do you need a way around this for? Are you hunted by Interpol and are afraid GabeN will eat you out?
