Report a translation problem
BUT, nearly all those games ALSO list "Steam Family Share supported" in their features list on the store page.
So something is not right here. For now i suspect a bug.
These are new releases. And there's a chance the dev won't want the newly released game to be played by a bunch of other users 'for free' at the sweetest sales spot. So they 'lock' family sharing during release and later down the road, once the release sales are done, they put it back.
Hence why it's 'supported' but not 'available'
If i look at the steam store with a web browser every new release has the:
"This game is excluded from Steam Family Share" box.
Like here with Ys X which released today:

If i look at the same store page in my Steam client or via the Support page in my client with a direct link the box is not there, just the "Family Share Supported" one.

Same with all the other games in question.
So its a bug with the browser version.
Edit: Also had a friend who bought Ys X today try it and they said it shows up in their Steam Family for other members and can be installed/played. So,bug.
A: Buy the game
B: Know you never owned your game even in the 1980s, that disk was never yours. You may argue gamestop re-sells games, but to me they are good for the gaming world. But sharing your games or letting your friends play them even if its a console game is no different than stealing. You should both have the game, wether you physically know your friend or not.
Sharing games was being abused heavily to avoid buying the game and lots of money lost. Stealing ANYTHING is money lost
I'm glad steam pretty much took family sharing with a wrecking ball, now go buy your games :) also no its not sarcasm, dont steal from companies.

I don't mind personally if BOTH parties live in the same exact house/apartment/studio or whatever they live in. Then family share or play the same console game away, thats ok to me since at that point at least both reside physically with each other...kinda a little hard to prove who owns what anyway without resorting to IDs (and I don't agree with IDs but thats another topic so wont get into that)
But if two (or more or however many someone shared with by abusing FAMILY sharing, maybe steam limited it to two as I never used it tbh) don't live in the same house, then they both can buy their own game imo.
Mostly games that Require Third Party Accounts dont support it
Early Access games also dont seem to support it
