If you literally have nothing to give them to prove ownership, you're cooked.
This, have to go thru the account recovery process but it you can't provide any real information to prove its yours your not getting it back

If you can't provide any of the forms of proof ownership that support will ask you for, you will not be able to recover the account.
You can, you just have to keep going thru it while not logged into steam, but if you don't have proof the account is yours like CD key, payment method used on it, etc its pointless

I have used ID before online to confirm who I was to open a bank account so I think Valve can accept this too. If not ID then the rightful owner of a credit card showing the name of the individual should help a person recover an account. Hell Blizzard required less when I dealt with them in regards to WOW. I had no issue getting accounts that were mine back. It was also nice to be able to phone and talk with a real person too. Steam really could be so much better.
Valve are not a financial institution. They don't have access to any of the financial information associated with your identity. For that matter, Valve don't collect any form of personal identification. They only (optionally) store payment information, which is not verified specifically to be yours, only to be valid and capable of covering the transaction being performed.
In other words, if you showed Valve your driver's license or passport, they're still not going to be able to connect it to your Steam account.
