No the game engine written by Valve and used on most of their games is called the "Source Engine. (https://developer.valvesoftware.com/wiki/Source)
Steam is just the Store application.
Why did I immediately think of this?
Steam(TM) or Valve(TM).
With the exception of a few times where I have had connection issues (whether it is a Steam issue or an IP issue I don't know) I have had ZERO issues running Steam on my potato laptop.
That is really all I need to know.
To be fair I have had little to no issues with all the other game stores on my laptop either. I expect imperfection from time to time from human beings. As long as it doesn't happen too often I'm good with it.
