Steam window not full screen?

I've been noting this in the last few months... My main Steam window, when expanded to full screen, isn't REALLY full screen. In other words if I click to far to the right edge, for example trying to grab that extra thin scroll bar, Steam think's I'm trying to move or resize the window.

This never used to happen, now it happens all the time. It can really get frustrating. Any clues? Is this a Steam thing, or a Windows thing? Is there a setting somewhere I can check? Or am I being dense?

Big Picture Mode is full screen, Steam however has never been full screen. Maximized window = not full screen.

Me too. Ever since Windows 11, in fact.

Well I can confirm it's not a Windows 11 thing. I'm still on Windows 10 (please don't send the Windows police after me, MSFT!) and I'm still having this issue. It's definitely a Steam problem. The issue doesn't seem to happen to me when I am in the library page of Steam, but it does in the store.
