Dumb thing about older COD games on steam
I actually didn't mind world at war being $20 on steam. But what I didn't know was that the FIRST COD GAME, THE ORIGINAL ONE FROM 2003, WAS THE SAME PRICE AT $20. I just don't understand why.

Why wouldn't it be?
There are no laws that dictate how a game should be priced just because it's reached an arbitrary age.
Yeah, COD doesn't lower prices often anywhere. Even Xbox very rare if anytime they go below 20 bucks.

With all the mods though, that game worth the price for me.
Talk to Activision. They set that price.

I got the Warchest years ago, for $15, that's a steal.

Activision sees no need to drop the price of their COD games like some of the publishers do over time.

Right, Rockstar as well don't generally lower prices either.
Activision doesn't really want you on their older CoD titles anyways. They want you on their newest release so they can bombard you with skin bundles and the 6 Season Passes they have per game cycle.

You are nothing but $ to them.

Edit: And the newest edition to the bundles, the Black Cell bundles at roughly $30 each per Season.

They're afraid people are gonna realize just how great those games are. What a pleasure playing that stuff. Today? Garbage.

This is normal for Activision. They didn't put the Modern Warfare 2 back in the day on sale until about 3 or 4 years after release and even then it was a measly 20% off.

Not digitally, no. But I completed a full set of COD games from COD 4 to Advanced Warfare on PS3 for 100 JPY a piece. 12 releases over 7 games, 1,200 JPY the lot. Several of the PS4 releases went just as low. PS5 releases cost me a bit more, at 1,100 JPY per title -- up to Modern Warfare II (remake, not original release). It's all about where you shop.
I still havent caught that game on sale and Ive been waiting like 15 years. Partly my fault, Im sure but Im not paying more than 5 bucks for it for my nostalgia.

Of course. Why would they lower the prices of older versions when they prefer you to get newer versions?

It's a downside to a digital market. Infinite shelf space. There's no need to clear stock. No incentive for discounting. These publishers already make enough money from all their revenue streams that they don't need to worry about how well (or badly) a game from 15 odd years or so sells. It's totally unimportant to them. If they only sell one copy at their asking price every few years, that's still more money than they'd make on that title if they were limited to a physical market only.

They don't lose out on the physical markets either. When something gets discounted at a brick and mortar, it's the store taking the hit - the distributor, publisher, and devs have already gotten paid for the product.

At the end of the day, just because something is old doesn't mean it's worth any less than it was when it was new. In some cases, it's worth a lot more. It just seems in the software market, and games in particular, that the consumer has this uniquely entitled outlook that they should only have to pay bare minimum for a product, if anything at all.
