It wasn't until 3rd and 4th wave feminism were trans women included in the movement really. That much should have been obvious?
"Not included" != "excluded."
Try again.
Also, trans women weren't the only ones not allowed under the umbrella of first wave feminism. It was exclusively for cis-gender suburban white women. Second wave feminism finally included people of colour, but still excluded lesbians and others.

To use an example, say there are 3 sibling, Larry, Curly, and Moe, and say they have a secret club house that is for siblings only
Larry and Curly go to the club house, while Moe decides to stay home. Little Timmy from down the street asks if he can go, and they tell him no, that it is for siblings only.
In that example scenario, Moe was not included, but Little Timmy was excluded.
Not included is not the opposite of included. Excluded is the opposite of included.
Hope this helps.
Closest I found was this;
Typically when I see these sorts of questions from OPs, the answer is because the Developer sexualized minors or depicted sexual motions/acts involving minors, which is disallowed. If it didn't make it past the review stage, it implies an actual reason to deny it from being sold on the store.
"Not X" and "the opposite of X" are two different concepts. My computer is not a dog, but my computer is not the opposite of a dog. Computer and dog are not antonyms.
edit: proof that "exclude" and "not include" are synonyms

Synonyms have related meanings, not identical meanings. Someone not being invited to a party is different from someone being explicitly banned from a party.
...so that answers that.
...and I was right.
I mean this sounds like it sums up quite well why Steam decided not to touch it. GoG isn't in the US but I don't blame Steam as a US company for not wanting to touch that.
Furry Hitler
Sex with Hitler
Sex with Hitler 2
Sex with Hitler 2069
Etc.
And I am not kidding. Those are all games currently available on Steam.
And if the content was illegal, Nintendo would not allow it on the Nintendo Switch.
Yep, porn is one thing, porn with underage children is another thing....
You also really need to read. Never said it was illegal, just that Steam didn't want to touch it.
