No money is earned from points as far as I know. It wouldn't surprise me if some of them are bots with how quickly some are eager to jump on a news update to be first.

Yes... they essentially DO get "money" from point farming...
Let me explain...
Some one buys a game... along that he gets some points for it...
This some one gives some one else a clown award... this other guy hence gets some of those points WITHOUT having to buy himself a game...
And thatt's the obvious loop hole.. why buy something when you can act like a jerk instead and still get atleast something if not much...
I'm starting to think there is an overflow of these topics as well.
Who cares if or why they are farming Jester awards?
What really matters is are you going to fall for it? Just let them have their say and if what they said bothers you that much either block, report, and move on or ignore them.
Obvious answer = common sense.
A loop hole for getting points that can be used to only buy fluff and nothing meaningful. If points could be used in place of cash, then you'd have a legitimate concern. As it is, this is just a non-issue. You can block or if you must report any account you think is breaking the rules.
And you missed the point... the first guy is giving away some of his PAID for points to someone who isn't going to buy a game so he can get some points as well...

Why advertise those 3rd party unofficial sites and give incorrect advice to the OP that Steam points are monetized, when you know clearly they are not hence your reply above.
Secondly advertising sites where people can potentially get scammed is not a good idea.
Will you be compensating them if they do get scammed or be giving further bad advice to get recompense from Valve.
Why not link them the official way to purchase points on Steam. Oh! Wait it does not exist.
Dear Valve. I love you, you know I do. But you guys have a really bad problem here. This constant points farming needs to stop.
