Regular users can't see the Steamworks Partner data, no.
What ever you saw was 10000% fake. There is no way anyone at EA disclosed that information. It’s easy to find other smaller devs that have screen shots of the Steamworks back end and then fake all the data to make it look like whatever narrative the faker wants
But that is a good example to see how low those "people" go to manipulate others into believing the stuff they fanatically preach.

So the numbers in the image is(/was) technically accurate, but the poster grossly misrepresented what it said. To get there, from the main Store page, hover your cursor over the Store menu option and then select Stats from the dropdown. Scroll down to the bottom where you'll see a link called Steam Customer Support Stats.
