I'm not giving up. I want them to address this ongoing issue.

This keeps happening over many operating systems over many separate installations of Steam.
This is not over one computer but many computers.

It’s a bit trickier, though, because once the core function is disabled, the client might not work anymore and the games themselves might not work either. Similar to Ubisoft or Epic this is a plague that is difficult to deal with when it comes to verifying, analyzing and possibly blocking addresses and traffic, especially if you still want to use the services.
That's unusually better/easier with Steam because cloud services run separately, including data uploads, player data and user-generated content.
I have a complaint. I keep getting notifications concerning steam cloud. This service does not interest me at all. In fact having to regularly click away cloud-sync issues before I launch MY OWNED games feels invasive and takes away my privacy, voice and choice. I globally disable the damned "service" again and again, but it keeps pooping up. I'm not interested in any technical feedback. There are no issues on my end. Steam needs to provide a singular and easy way to opt out of this cloud "service".
