2. Open the market and see for yourself. There's a text explaining why you can't use it. Read, understand, act accordingly.
Steam is not a bank. Don't use it as such. Attempting to trade for real money will mean you have to use third party sites, which is essentially a vector for being scammed and having any accumulated worth stolen. Note that if such does happen, you will not be reimbursed by Valve.
In other words, drop the idea that you'll make a tonne of real cash. You won't.
There are no "easy" way to make a quick buck...
