now free games do get delisted in a way aka the game is removed and ether you got your progress wiped or etc.
there was like a free russian shooter game i forgot that basically removed all the stuff i had cause they became a new company and claimed they sent a email or transfer but they never did and lied.
over all delisted games are not removed i have many of them and still play them they just don't have online or updates
So you don't see any game deleted on Steam so far? Like just disappear from your library when it's a very old game and almost nobody play it, so you won't even notice.
I don't know what safeguards Steam has in preventing publishers from deleting the download depots so there'd be no game to download, but the closest to a game becoming unplayable are from the likes of Ubisoft where they turn off the online functionality making it unplayable (e.g. The Crew). The game has remained in people's libraries despite this.
I was told Steam can delete the game from my library without any notice or refund, which make me worried.
There are plenty of MMOs, like The Crew, where service has ended. If you owned those on Steam, the game remains in your library, you just won't be able to play it anymore. Keep in mind, MMO or single player no game sold on Steam is sold to you with the promise that you'll be able to play it for eternity. In fact, if you read the SSA you'll find you'll told the opposite.

The non Death-Edition of Darksiders 2 and the OG version of Kindom of Amalur come to mind of the ones I have.

Games simply being delisted wont result in removal. For example I bought The Avengers via Steam on sale when they announced an upcoming delisting, everyone that owns it still owns it.
So the primary way it would get forcefully removed is fraudulent obtainment of the key itself (grey site seller). Else if a dev/pub messed up so bad that they pull it and refund everyone.
